The New FIDE Laws of Chess (First of a series)

February 9, 2013

By: I.A. Gene Poliarco

The New FIDE Laws of Chess (First of a series)

From September 1-9, 2012, along with the Chess Olympiad, the FIDE Congress was held in Istanbul. Once every four years the Laws of Chess may be revised, and this was done in this Congress.
With this column, I will try to highlight the most important decisions that were taken during the Congress. These laws take effect on July 1, 2013.

Article 3.7e

When a pawn reaches the rank furthest from its starting position, it must be exchanged as part of the same move on the same square for a new queen, rook, bishop or knight of the same color. The player’s choice is not restricted to pieces that have been captured previously. This exchange of a pawn for another piece is called “promotion” and the effect of the new piece is immediate.

This is the actual text of Article 3.7e. The practice how players promote is done in two different ways.

  • The pawn is moved to the last rank, then removed from the board and finally the new piece is put on the same square.

Plans for Phil. Chess mulled at SCOOP

By Eddie Alinea
PhilBoxing.com

MANILA (PNA) -- Whether or not it pushes through with its non-participation in the coming 27th Southeast Asian Games, the National Chess Federation of the Philippines will continue pursuing its calendar of activities aimed at producing more Grandmasters. NCFP president Prospero "Butch" Pichay was reported the other day to be thinking of the possibility of boycotting the SEA Games set in December in Myanmar because of the process of adding and reducing several events resorted to by the host country to favor its campaign but detrimental to the campaign of others, especially the Philippines. NCFP executive director Jayson Gonzales yesterday said during the SCOOP Sa Kamayan session that the association has no official stand yet on the issue and that Pichay will be coming out with an announcement next week.

First and foremost, Gonzales announced during the forum, sponsored by Powerade, AKTV and FILA, is the training program GMs Wesley So and Olivir Barbosa will undergo to prepare them for the World of Chess where they will carry the country's colors August 15 to September 5 in Olson, Norway.
