RULES AND REGULATIONS
I. ELIGIBILITY
A. Participants should be an NCFP member in good standing.
B. The tournament is open to all government, private and commercial establishment including schools in the Philippines and its employees.
C. Each team may field one or more chess teams composed of at least four (4) but not more than five (5) players per team, who are bonafide employees of the said corporation.
D. Each participating team must submit its official line-up to the organizing committee upon registration.
E. Registration fee is P3,000.00 for each team.

III. TOURNAMENT FORMAT AND RULES
A. The tournament shall be governed by the FIDE Laws of Chess, particularly the FIDE Laws on Rapid Chess.
B. The competition shall be played in straight Nine (9) - Round Swiss System.
C. Players from the same team shall not be paired against each other in the last two rounds of the tournament.
D. The time control shall be TWENTY FIVE (25) MINUTES WITH FIVE (5) SECONDS INCREMENT for each player to make all the moves necessary to finish the game using the digital clock.
E. Recording of moves is optional.
F. At the end of the tournament the following winners shall be declared:
1. Individual Champion – the player who scored the most number of points
2. Team Champion – the team with the highest combined scores of its best four (4) members
G. Tie-Breaks – in case of ties at the end of the competition, the following tie-break systems shall be applied in descending order.
1. Individual
a. Direct encounter
b. Buccholz System
c. S.B. System
d. Progressive sum of cumulative scores
e. More number of wins
2. Team
a. The combined Buccholz tie-break points of the best 4 members of each team
b. The combined S.B. tie-break points of the best 4 members of each team
c. The combined progressive sum of cumulative scores of the best 4 member of each team.
d. The combined number of wins of the best 4 members of each team.
H. Tournament Officials
1. The tournament chief arbiter shall be International Arbiter Gene J. Poliarco, to be assisted by
2. The tournament director shall be Grandmaster Jayson Gonzales.
3. The Chief Arbiter’s decision on a point of law shall be final.
4. Protest on the Chief Arbiter’s decision on a point of fact must be submitted in writing to the Appeals Committee immediately after the end of the round together with a protest fee of P1,000 (refundable if the protest is upheld).
5. The decision of the Appeals Committee on a point of fact shall be final.
I. Pairings shall be generated by the Swiss Manager Pairing Program.
J. Protest on pairings shall not be entertained.
K. The Organizing Committee reserves the right to amend or alter any provision/s of the afore-mentioned Rules and Regulations for the interest and success of the tournament.
